Two to tango: Why politicians get bureaucrats of 'choice'

They say it takes two to tango. A strange coincidence which happens with regularity in bureaucratic transfers is that a promotee IAS officer gets posting in the same area where he or she has served as RAS officer.
Is it because the officer has the knowledge of that region which can help him/her to address the problems in much better way or is it his/her political master who wants a person with whom he has some sort of 'understanding'?
This phenomenon is very common when it comes to district collectors' postings.
